Borrow and Save – Breaking the Cycle of High Cost Borrowing Through Savings Mobilization

Long standing research has documented the adverse effects of high-cost financial services and predatory lending on low-income families and the communities in which they live. Predatory lenders strategically operate in low-income neighborhoods and reap millions in profits from a product designed to force borrowers into repeat loans. The trap of recycled debt is also how billions are taken each year from poor people.


The Federation and its member credit unions have long created and supported programs to break the cycle of high-cost borrowing used to bridge income gaps. Credit unions have historically offered basic, affordable consumer loans for terms of 6 months and beyond, underwritten based upon the borrower's capacity to pay.


The Borrow & Save program is designed to provide access to small dollar loans when needed and promote asset development, over time mitigating the need for repeat borrowing. This program demonstrates that financial institutions have the ability to offer an affordable small dollar loan product that fosters savings, breaks the cycle of high-cost and repeat borrowing and can be sustainable for the institution.


The Federation has taken significant steps to encourage credit unions to offer alternatives to predatory loans to those who might not otherwise be able to qualify for conventional loans. This month, the Federation will introduce for CDCUs a comprehensive tool kit of information and materials that will enable credit unions to roll out Borrow and Save for their members including model loan policies, marketing materials, reserve expectations and staffing and operational plans.

Federation Regional Workshop - Emerging Market Strategies for Growth and Relevance
