Pamela Owens, CUDE
Senior Vice President, Organizational Development and Capacity Building
As Vice President of Programs, Pamela Owens oversees the Federation’s Initiatives, supporting CDCUs’ delivery of products and services to underserved communities through training, innovative product development, and technical assistance. Ms. Owens leads the Building Economic Strength Together (BEST) Disability Outreach Initiative and the Cooperative Finance Leadership for America (CFLA) Program. She joined the Federation to develop and coordinate the Federation’s CDCU Institute™, a training program specific to credit unions serving low- and moderate-income communities with over 180 graduates since its inception in 1999. Ms. Owens also established the Federation’s Each One, Teach Many (EOTM) financial literacy train-the-trainer program. This national program was taught in forty-two states to over 1,000 trainers.
In addition to her work at the Federation, Owens serves as a judge on the Desjardins Youth and Adult Financial Literacy Committee and is Secretary of the National Disability Institute (NDI) Board of Directors. She has worked on several steering committees throughout New York looking at the need for bilingual adult education programs. Prior to joining the Federation, Ms. Owens worked in higher education for ten years developing post-secondary training, counseling and academic advisement programs for adults and at-risk youth. She holds a Master of Science in Adult Education and Human Resource Development and a Bachelor of Arts in Political Science from Fordham University. Ms. Owens is also certified as a Credit Union Development Educator (CUDE).
